CALL TO ORDER - Mayor Don Carter called the meeting to order at 7:00 p.m.

Present:     Mayor Don Carter, Vice Mayor Nellie Friel, Councilman Jimmie Houff, Councilwoman Johnette Roberts, Councilman James Helms, Jr.

Also, present but not on the roll: Tracey Shiflett, Town Manager- David Davis, Town Attorney – Buck Rumpf, Virginia Review- and Mary Ann McElwee, Clerk of Council

INVOCATION – The invocation was given by Mayor Don Carter     

PLEDGE OF ALLEGIANCE – Mayor Don Carter led the Town Council and attendees in the Pledge of Allegiance

COUNCIL & AGENCY PRESENTATIONS, TIMED ITEMS AND PUBLIC HEARINGS

PUBLIC COMMENT

Bruce Bazzrea - 912 Park Street- Mr. Bazzrea stated since the water meters have been installed he has rust in his water. He asked if there was a program to help citizens who could not afford to replace old water lines and water pipes. Mr. Bazzrea stated his family’s clothes were ruined because of the rust in the water and had to be thrown away. The water will not clear up and this has cost him a lot of money. He asked Council members what could be done to fix the problem. Mayor Don Carter asked the Town Manager to contact the Public Works Department to see if the problem could be found. His neighbor has also had the same problem.

Diana Kling Smith - Ms. Smith stated she had similar problems with her water, however, it eventually cleared up. A filter was replaced but in 24 hours it was brown again and had a lot of sediment.

Minutes – May 26, 2009

Vice Mayor Nellie Friel had a correction to the minutes under Council Reports, for Vice Mayor Nellie Friel, in the last sentence it stated “asked member of the Planning Commission” should have read “asked members of the IDA”.

Vice Mayor Nellie Friel asked Council members if in the topic: “Present” if the first names of the members could be inserted with the titles. i.e. Mayor Don Carter. The Council members agreed that first names should be listed at least once.     

TOWN MANAGER REPORT      

2.     Clifton Forge Baptist Church - 0 Action 1 Information

Mr. Shiflett discussed the letter from Pastor Linthicum to Mayor Don Carter inviting Town Council to celebrate with Clifton Forge Baptist Church as they formally open their new children’s play ground on Saturday, June 13th at 1:00 - 4:00 p, A sign “Welcome to Noah’s Park” will be displayed. The centerpiece will be a large ship or ark, complete with climbing wall, ladders, a ramp, and a swing set. Everyone is invited to attend the event.

3.     Proclamation – VFW Buddy Poppies – 0 Action 1 Information

Mr. Shiflett discussed the proclamation signed by Mayor Don Carter regarding the annual distribution of Buddy Poppies by the Veterans of Foreign Wars The Buddy Poppies are assembled by disabled veterans, ad the proceeds of this worthy fund-raising campaign are used exclusively for the benefit of disabled and needy veterans, and the widows and orphans of deceased veterans.



4.     Clifton Forge Public Library Board By-Laws – 1 Action 0 Information

Approve and adopt the Clifton Forge Public Library Board By-Laws as presented by Dr. Locher. For more details, please see the attached by-laws.

Recommendation: Approve the amended by-laws.

5.     Second Reading of a Resolution Adopting The Fiscal Year 2009-2010 Operating Budget for the Town of Clifton Forge, Virginia and Appropriating the Requisite Funds for Said Budget.

6.     Second Reading of an Ordinance Imposing and Levying Taxes within the Town of Clifton Forge, Virginia Upon Real Property for the Fiscal Year Beginning July 1, 2009 and Ending June 30, 2010 and Upon Personal Property and Machinery and Tools for Calendar Year Beginning January 1, 2009 and Ending December 31, 2009.

Chamber of Commerce –

     The Alleghany Living Magazines are available at the Chamber office.

Ribbon Cutting- A ribbon cutting and grand opening is scheduled for Oak Tree Inn and Penny’s Diner, located at 123 Westvaco Rd., Low Moor on Tuesday, June 16th at 10:00 a.m.

Business After Hours – Greenbrier Communications invites everyone to a Business After Hours at the First National Bank in Covington, Thursday, June 18th at 5:30-7:00 p.m. A picnic complete with barbeque and music will be offered.

Virginia Department of Alcoholic Beverage Control Open House- June 24, in Clifton Forge 11:00 a.m. -1:00 p.m. Commemorating the only ABC Store in Virginia to remain in its original location for 75 years.

COUNCIL REPORTS:

Vice Mayor Nellie Friel - Vice Mayor Nellie Friel discussed the recent Tourism Workshop and stated she was very impressed and thanked the Economic Development for providing the workshop.

Councilman James Helms, Jr. - Nothing to report

Councilwoman Johnette Roberts - Councilwoman Johnette Roberts was impressed with the Tourism Workshop. She stated all localities in Bath County, Highland County, and Alleghany County can work together to preserve their natural resources and provide information to others and let them know what we have to offer for tourists.

Councilman Jimmie Houff - Councilman Jimmie Houff stated he was impressed with everyone that attended the Tourism Workshop. Highland County displayed and presented interesting information.

Councilman Jimmie Houff stated a home owner located on 1st Street has made some effort to clean up the area. However, there is more work that needs to be done; it is still an eye sore.

Councilman Jimmie Houff mentioned that Cherry Street and Cedar Street were in bad shape and the streets have large holes that need to be repaired.

Mayor Don Carter - Mayor Don Carter discussed the gas leak on Ridgeway and commended the Fire Department and Rescue Squad for their assistance in cleaning it up.
