First Reading and Public Hearing: Proposed FY 2012-2013 General Fund

A. Resolution Adopting the Fiscal Year 2012-2013 General Fund Operating and Capital Budget For the Town of Clifton Forge, Virginia and Appropriating the Requisite Funds for Said Budget

B. An Ordinance Imposing And Levying Taxes Within The Town of Clifton Forge, Virginia Upon Real Property For The Fiscal Year Beginning July 1, 2012 and Ending June 30, 2013, and Upon Personal Property and Machinery and Tools For the Calendar Year Beginning January 1, 2012, and Ending December 31, 2012.

COUNCIL ACTIONS

2. Second Reading: Ordinance for sale of 717 Pine Street

Consideration of the request of Gerald Franson to purchase town owned property Map C0240-01-011-008A, located at 717 Pine Street for the sum of $1,000.

Recommendation: Adopt ordinance

3. Virginia Retirement System (VRS) Resolutions

Recent legislation calls for localities to make a certain decision by July 1, 2012 regarding employer and member contributions. The 2012 Appropriation Act, Item 468 (H) requires each locality to choose one of two options regarding employer contribution rate. The resolution proposes that the Town certify The Alternate Rate of 10.5%. The Town currently pays the employee 5% retirement contribution. The 2012 Acts of Assembly requires that employees begin paying their member contribution beginning July 1, 2012 and the corresponding salary increase must be provided by the locality. The resolution proposes the members beginning paying their 5% contribution with an offsetting 5% salary pick up beginning July 1, 2012.

A representative from Senator Warner’s office will be on site in the Armstrong Room at the Clifton Forge Public Library on Tuesday, June 26, 2012 from 4 PM – 5 PM.

UPCOMING EVENTS

Reminder: The Clifton Forge Farmer’s Market is open for the season and is being held each Friday in the Keswick Street parking lot from 8 AM until 1 PM through October 12, 2012.

Douthat State Park Two Day Lake Run Car Show—May 19 and 20, 2012

Hundreds of vehicles are displayed near the beach. It starts at noon on Saturday with registration at Douthat's Main Office. Show off your car and bring a lawn chair or blanket and relax on the beach while listening to great music. Display your vehicle again on Sunday from noon until 5 p.m. (registration begins at 8 at Douthat’s main office.) Enjoy fun, games, and activities. Shuttles to and from the show area are provided. The fee to show a vehicle each day is $13 in advance prior to May 19, or $15 day of the show. Free to spectators, except for the parking fee. Masonic Amphitheatre Dedication Ceremony—May 25, 2012 A dedication ceremony will be held at the Masonic Amphitheatre site on Church Street on Friday, May 25, 2012 from 4 PM – 6 PM. The event will include student, Amphitheatre supporters and donor recognition, music and food, along with tours of the completed Amphitheatre. Memorial Day Ceremony at Veteran’s Park—May 28, 2012, 10 AM Clifton Forge VFW Post 4299 will hold a memorial service at Veterans Park on May 28, 2012 at 10 AM, followed by a separate memorial service in conjunction with the Sharon Ruritan Club at the Longdale Baptist Church at 11 AM. Presentation in honor of Jewish-American month—May 31, 2012 A presentation honoring Jewish-owned businesses and Jewish professionals in Alleghany County in the 19th and 20th centuries will be held in the Armstrong Room at the Clifton Forge Public Library on Thursday, May 31 at 7 PM. Refreshments will be served.

―High Tea‖ to celebrate the Diamond Jubilee of Queen Elizabeth II’s ascension to the throne—Saturday, June 2, 2012 Join us in the Armstrong Room at 4 PM for Background music by English composers and film. Tea and refreshments provided. Christine Hodges—Master Gardening Program—Thursday, June 14, 2012 At 6 PM in the Armstrong Room, Christine Hodges will speak about the Master Gardening Program. Refreshments will be served. Pre-K Storytime Class—Thursday, June 21, 2012 11 AM until Noon--Community pre-school children’s storytime class. Fun Friday—Friday, June 22, 2012, 7 PM – 9 PM

Clifton Forge Main Street will hold Fun Friday on Commercial Street between Ridgeway Street and Main Street from 7 PM until 9 PM. The event will feature a free music concert sponsored by merchants of Clifton Forge and a beer garden. Grand Opening of the Amphitheatre—Saturday, June 23, 2012 The grand opening of the Amphitheatre will be held from noon until 7 PM. The day will include a few opening speeches and a variety of entertainment throughout the day. Admission is free as a thank you to the community. ―Why a Revolution?‖—Dr. Jack Backels—Thursday, June 28, 2012 Jack Backels will speak about ―Why a Revolution?‖ in the Armstrong Room at the Clifton Forge Public Library at 7 PM.
