REGULAR MEETING AGENDA

     A.     Approval of the minutes of: (1) a regular meeting held on November 5, 2014.

5.     RECOGNITION OF RETIREES AND APPROVE RESOLUTIONS OF APPRECIATION:

          -     Abby Noel, Social Services - 5 years

          -     Jeanette Tate, Social Services - 12 years, 6 months

          -     Sandra Haynes, County Administration - 13 years, 2 months

          -     Phillip Fridley, Public Works - 14 years, 4 months

          -     Linda Venable, Social Services - 30 years, 7 months

           -     Kathy Nicely, Parks and Recreation - 34 years, 2 months

6.     PUBLIC HEARINGS:     

     A.     Public Hearing to consider an application from the Shenandoah Autism Center to conditionally rezone property at 2419 Valley Ridge Road, Covington, VA to amend the existing conditional Residential R-2 zoning to allow the use of “schools” as an acceptable use. The parcel was conditionally rezoned to Residential R-2 in 2003 to allow the use of “professional office” as the only acceptable use on the parcel. The property is further identified as Tax Map 58, Parcel 8D and is currently owned by Good Walker LLC. The property is located in a Primary Growth Support Area as contained in the Comprehensive Plan.

     B.     Public Hearing to consider an amendment to Chapter 58 - Taxation of “The Code of the County of Alleghany, Virginia” to add a section in Article IV pertaining to exemption of real estate taxes for certain rehabilitated or renovated residential and commercial real estate.

     C.     Public Hearing to consider an amendment to Chapter 46 - Offenses-Miscellaneous of “The Code of the County of Alleghany, Virginia” to add a section pertaining to prohibiting encroachments or obstructions on County property without a permit.

7.     VIRGINIA DEPARTMENT OF TRANSPORTATION (VDOT) UPDATE:

     A.     Ms. Susan Hammond, VDOT Resident Engineer - Update.

8.     PUBLIC COMMENT:     

9.     UNFINISHED BUSINESS:     

     A     Consider amendments to Chapter 58 - Taxation of “The Code of the County of Alleghany, Virginia” in Article II - Taxation of Real Estate, Tangible Personal Property, Machinery and Tools to conform the exempt personal property section to the provisions allowed in the Code of Virginia and to add exemptions for farm animals, grains/feeds, farm machinery, etc.

9.     UNFINISHED BUSINESS (Cont’d.):     

     B     Approve recommending Mr. Gray Whitman Ellis (Covington District) for appointment to the Board of Zoning Appeals by the Circuit Court Judge with a term to begin immediately and end October 31, 2019.

     C.     A replacement needs to be made for Ms. Wanda Dameron on the Social Services Board due to her resignation. The individual would complete Ms. Dameron’s term beginning immediately and ending June 30, 2018. This appointment can be from any district.

10.     NEW BUSINESS:

     A.     Mrs. Teresa Hammond, Chamber of Commerce - Discuss and consider a resolution in support of the creation of a Virginia Mountain Region; and gateway sign update.

     B.     Mr. Bob Selak, Thompson Hine - Discuss and consider resolution approving the issuance of bonds by the Industrial Development Authority of Covington-Alleghany County, Virginia for the MeadWestvaco biomass boiler project.

     C.     Discuss State Aid to Local Government reductions.

     D.     Update on status of E-911 facility project.

     E.     The terms of Ms. Connie Back (Covington District) and Ms. Teresa Johnson (Clifton Forge West District) on the Alleghany Highlands Community Services Board expire December 31, 2014. Terms are for three years and both are eligible for reappointment.
