JOINT PUBLIC HEARING WITH THE PLANNING COMMISSION: RESOLUTION FOR PROPOSED CHANGES TO THE COMPREHENSIVE PLAN
In order to promote future growth in residential and commercial areas, the establishment of the entire town as an Urban Development Area (UDA) is proposed. In developing a Town-wide UDA, the Town will be permitted to provide incentives for attracting new and infill development, and allow the Town to apply for state transportation projects which serve the UDA. A UDA is a tool for the coordination of transportation and land use—a way to grow smarter.
RECOMMENDATION: Adopt resolution
JOINT PUBLIC HEARING WITH THE PLANNING COMMISSION AND FIRST READING: ORDINANCE TO REZONE PROPERTY FROM UNKNOWN TO BG
The property, identified by tax map # C0340-01-000-0A10 and #C0340-01-000-0A00, is currently vacant land. The property was owned by the railroad and did not have any zoning classification. The parties that purchased the property from the railroad did not make a rezoning request.
RECOMMENDATON: Proceed to second reading

Ordinance to rezone 118 First Street from R1 to R3 to allow the property to be used as a bed and breakfast
The applicant is requesting a rezoning, to R-3, which permits a range of uses to include: any permitted use in R-1 and R-2, multiple family dwellings, general hospitals, with a conditional use permit, clubs and lodges, funeral homes, professional offices, child day care centers, group homes, as defined, townhouses, accessory buildings permitted as defined, public utilities and satellite dishes and bed and breakfasts. The applicant has proffered the rezoning to only allow single family and bed and breakfast uses.
RECOMMENDATION: Adopt ordinance
APPROPRIATION RESOLUTION FOR GRANT FUNDING
The Alleghany Foundation awarded the Town a grant to hire a summer intern for the VISION 2025 Corridor Program. These funds must be appropriated into the fiscal year 2015-2016 budget.
RECOMMENDATION: Proceed to second reading
APPROPRIATION RESOLUTION FOR LIBRARY TRUST FUND
The Town has received a distribution from the Estate of Harry Evans Woodward. The funds were bequeathed to the Clifton Forge Public Library as a memorial to Mr. Woodward’s mother, Hilda M. Woodward. These funds must be appropriated into the fiscal year 2015-2016 budget.
RECOMMENDATION: Proceed to second reading
REIMBURSEMENT RESOLUTION
Town Council has previously approved the general fund Capital Improvement Program for fiscal year 2015-2016 budget. In order to fund these items, we must borrow the funds (short term loan). This resolution will allow us to purchase items from the list while we await the financing terms and then reimburse the general fund from the loan proceeds.
