Supervisors Get Excellent Audit Report, Hear Heritage Day Fund Request
Board Passes Marketplace Fairness Act Resolution, Gets Administator Update

Low Moor, VA (Feb. 7, 2017) - The Alleghany County Board of Supervisors received what appeared to be a glowing report on its audit and finances from Corbin Stone of Robinson Farmer Cox Associates, its auditor. Although tax revenue growth has been less than 1% for years, Stone indicated, the county has done a very good job at managing its expenses. He also said that the county's approximate $9 million fund balance was healthy and that its debt per capita was about half the state level.

The Supervisors heard a presentation from Clifton Forge Main Street past president Mott Atherholt, who detailed the many positive aspects of the upcoming Alleghany Highlands Heritage Day (set for June 3rd in Clifton Forge). Atherholt told the board that there were no "holdover funds" to finance many of the planned activities and asked the board to consider a $2,000 contribution toward the effort. That request will be considered in the coming weeks as the Supervisors begin their budget creation activities. In other action, the board:

• held a public hearing on a request from Caitlen Ryder and Brad Bailey for a special user permit to locate a double-wide manufactured home in an R-2 zone at 202 Treetop Drive. After a brief staff report, the board took action to approve the request.

• the board heard Wesley Dew on the question of the purchase of a 1.831 acre parcel at 102 Fork Farm Road. He asked that the matter be considered as quickly as possible. It was approved.

• heard VDOT resident engineer Susan Hammond update the board on routine maintenance projects and the fact that bids would soon be opened with respect to the Low Moor redesign project (it was rebid due to an unexpected set of high bids earlier). She also mentioned a VDOT meeting to be held at the DSLCC Armory on February 9th from 4-6 p.m. on the Rte. 220 project near Eagle Rock. • heard from Teresa Hammond of the Greater Alleghany Highlands Chamber of Commerce on the subject of the possible creation of tourism zones in the county. Hammond will work with the county's staff to develop a five member committee to help set up the concept. Here is her full presentation to the board: "Hammond Suggests Tourism Zones For County.

• basically a housekeeping measure, the county authorized a consent to the assignment of Anderson and Associates to Hurt and Proffitt - due to one company purchasing another.

• discussed and approved unanimously a change order with Sekiv Solutions for the Rosedale and Dunlap Creek Sanitary sewer design contract.

• approved a resolution regarding the "Marketplace Fairness Act" - basically, an effort for localities to recover sales tax revenues from online sales, putting those firms on equal ground with "brick and mortar" stores with respect to the state sales tax.

• heard county administrator Jon Lanford indicate that a joint county-city of Covington budget session was set to hear several organizations' budgetary requests for the next fiscal year. RADAR will be among them. The meeting will be held at the library in Covington.

Lanford also noted that he and several other local officials would be traveling to Richmond to meet with other officials about the possibility of getting additional assistance with local economic development. Hear Mr. Lanford's complete report here: Lanford's Monthly Report.

Lanford also noted that a recent trip to Richmond to discuss joint economic development plans with Covington with the Commission on Local Government went well. He plans to submit answers to more than 30 questions from the Commission on the matter. A public hearing will be held on the matter as well.
