TUESDAY, JUNE 13, 2017 CLIFTON FORGE TOWN COUNCIL CHAMBERS 547 MAIN STREET • INVOCATION • CALL TO ORDER • PLEDGE OF ALLEGIANCE • PUBLIC HEARING • PROPOSED DEBT ISSANCE BY THE TOWN      The capital improvement plan for fiscal year 2016-2017 was adopted in May, 2016 with a subsequent reimbursement resolution in the fall of 2016.  BB&T bank has offered the town a 5 year loan at 2.72% interest for $132,000 to fund the general fund capital improvement items.             RECOMMENDATION:   Approve Bond Resolution as presented • CONSENT AGENDA MINUTES Council Meeting, May 23, 2017 RECOMMENDATION: Approve minutes of May 23, 2017 • ACTION ITEMS - ORDINANCE TO ADOPT PROPOSED FY 2017-2018 OPERATING AND CAPITAL BUDGETS      An Ordinance Imposing And Levying Taxes Within The Town of Clifton Forge, Virginia Upon Real Property For The Fiscal Year Beginning July 1, 2017 and Ending June 30, 2018, and Upon Personal Property and Machinery and Tools For the Calendar Year Beginning January 1, 2017, and Ending December 31, 2017 RECOMMENDATION: Waive second reading & adopt ordinance - AN ORDINANCE TO AMEND SECTION 86-95, WATER SERVICES CHARGES AND FEES BEGINNING JULY 1, 2017.           RECOMMENDATION: Waive second reading & adopt ordinance - RESOLUTION ADOPTING THE FISCAL YEAR 2017-2018 OPERATING AND CAPITAL BUDGETS FOR THE TOWN OF CLIFTON FORGE, VIRGINIA AND APPROPRIATING THE REQUISITE FUNDS FOR SAID BUDGETS           RECOMMENDATION: Waive second reading & adopt resolution - ADOPTION OF COUNTY WATER RATE           The calculation of the water rate to charge the County has been completed with the preparation of the FY2017-2018 operating and capital budget for water. Based upon their proportionate use of the system, the County’s rate will be $3.73 per 1,000 gallons and $4.59 per 1,000 gallons peak flow rate effective July 1, 2017.                RECOMMENDATION: Adopt proposed rate - ADOPTION OF AMENDED PAY PLAN                RECOMMENDATION: Adopt new pay plan - ADOPTION OF NEW FEE SCHEDULE FOR IN HOUSE SERVICES                RECOMMENDATION: Adopt new fee schedule - REQUESTS FOR ANNUAL STARS AND STRIPES CELEBRATION      Clifton Forge Main Street is requesting street closures from the 400 block of E. Ridgeway Street to the Clifton Forge Fire Department and the part of Jefferson Avenue that extends from the south side of First Citizens Bank’s driveway to Main Street, beginning at 11 AM through 12:30 PM on July 4, 2016 for the annual Stars and Stripes celebration. They would also like permission to hang banners for the event on the north side of Upper Cuts Salon building, the iron railing at the intersection of A Street and Main Street, one on the front lawn of Town Hall facing Jefferson, and one under the sign across from the Kroger Store; as well as the 3 standard signs that are hung under the three “Welcome to Clifton Forge” signs at each gateway into Town.                RECOMMENDATION: Grant requests - APPROPRIATION RESOLUTION           The Town has received a Byrne grant for the Police Department. They will purchase five bulletproof vests with the funds.The Town has also received salvage funds from the railroad demolition. These funds must be appropriated into the Fiscal Year 2016-2017 operating budget.                RECOMMENDATION: Proceed to second reading           • INFORMATION The Summer Food Service Program will run through July 27, 2017.
