PUBLIC HEARING AND FIRST READING OF ORDINANCE ENACTING RENTAL INSPECTION DISTRICT TWO

     In November, 2015, Council adopted the rental inspection program and by October, 2016 had established District’s One and Two. In order to continue with the program, it is necessary to now adopt the ordinance to add District Three to the program. District Three will include the following areas and will become active on January 2, 2018:

Bath Street--from the 10 Block to Fourth Street, Alleghany Street-- from the 10 Block to the end of Seventh Street, W. Ridgeway Street--from the 10 Block to Seventh Street, First Street--from the 10 Block to Highland Street, Second Street--from the 10 Block to Highland Street, Third Street--from the 10 Block to Highland Street, Fourth Street--from the 10 Block to Highland Street, and the 100 Block of Seventh Street.

          RECOMMENDATION: Proceed to second reading of Ordinance to                                enact the third district

• ACTION ITEMS

APPROPRIATION RESOLUTION

     It is necessary to appropriate grant funds to the Operating Budget in the amount of $327,850. These funds were received from VDOT for the Smith Creek Trail Pedestrian Bridge.

RECOMMENDATION: Waive second reading and adopt resolution

RESOLUTION TO ESTABLISH THE NEED FOR A RENTAL INSPECTION DISTRICT

     To maintain legal compliance, this resolution is necessary in order to continue      with the rental inspection program in District Three once the ordinance is      adopted on December 12, 2017.

          RECOMMENDATION: Adopt resolution

• CHRISTMAS TREE LIGHTING AND STREET CLOSURE

     Clifton Forge Main Street is requesting permission to hold the annual tree lighting at 6 PM on Friday, November 17, 2017 at the steps at Town Hall. They      also request that Main Street, between the Town Hall parking lot and Highlands      Cleaners be closed to accommodate performers during the event.

          RECOMMENDATION: Grant requests

• PARADE AND STREET CLOSURE REQUEST

     Clifton Forge Main Street is requesting to hold the annual Christmas Parade on      Friday, December 1, 2017, beginning with line-up at 5:15 PM and the parade      starting at 6 PM. The parade will progress from the 400 block of E. Ridgeway      Street to the Clifton Forge Fire Department on D Street, with the street closed as      they have been in previous years. The parade will include floats, bands, and      walking groups and all participants are being advised that any candy will need to be handed out, rather than thrown due to safety concerns. The theme for      the parade this year is Candy Canes and Christmas Carols.

          RECOMMENDATION: Grant request

INFORMATION

Annual Leaf Pick-up began on October 30 and will continue thru December 10, 2017. Streets will be completed first with alleys last, following the set zone schedule with Wednesday of each week being bagged leaf day for all zones. Public Works asks that you do not mix any limbs with leaves because the leaf machine cannot pick them up. They also ask that you keep in mind that regular bulk and brush pick-up will be suspended and will not resume until leaf pickup has ended. For questions or to find out what zone your property is included in, please contact Public Works 863-2517.

Town offices will be closed on Thursday, November 23, and Friday, November 24, 2017 in observance of the Thanksgiving holiday.

Reminder! The second Town Council meeting for the month of November, which would have been held on November 28, 2017, has been cancelled. The next meeting will held on Tuesday, December 12, 2017.
