Clifton Forge Town Council Meets Nov. 27, 2018   COUNCIL AGENDA TOWN OF CLIFTON FORGE, VIRGINIA 7:00 P.M. TUESDAY, NOVEMBER 27, 2018 CLIFTON FORGE TOWN COUNCIL CHAMBERS 547 MAIN STREET • INVOCATION • CALL TO ORDER • PLEDGE OF ALLEGIANCE • PUBLIC INFORMATIONAL MEETING:      As one of the many requirements for the Town’s application for funding through the USDA Rural Development for financial assistance to make the required improvements to the Town’s existing dam the Town is holding a meeting to provide discussion of the proposed project and an opportunity for public comment. There will be action items following below on the agenda that are also required for the Town to receive the funding. • CONSENT AGENDA • MINUTES      Council Meeting November 13, 2018                                                                           RECOMMENDATION: Approve minutes of November 13, 2018 • ACTION ITEMS - LOAN RESOLUTION      A resolution to authorize and provide for the incurrence of indebtedness for the proposed financing of the required improvements to the Town’s existing dam. This resolution is a requirement for financing.           RECOMMENDATION: Adopt resolution - RATE RESOLUTION      Another requirement of USDA Rural Development in order to receive financing, is that the Town provide an estimated rate at the time of the full payment of debt service.           RECOMMENDATION: Adopt resolution - ORDINANCE TO REPEAL ARTICLE IV OF THE CODE      Since the role of building official was previously transferred to the County, the County has agreed to assume responsibility for soil and erosion review once the Town repeals portions of Article IV from the Town Code.           RECOMMENDATION: Waive second reading and adopt ordinance Request to grant December 31, 2018 as an additional holiday for employees      The State has given its employees December 31 as an additional holiday and the request is to also grant this day as an additional holiday for Town employees.           RECOMMENDATION: Motion to approve request - Motion to move the first Council meeting of 2019 to Wednesday, January 9      As we have two newly elected Council members wishing to attend the VML Newly Elected Official Conference on Tuesday, January 8, 2019, it is requested the Council meeting scheduled for that day be rescheduled for the following day.
