Covington City Council To Hold Called Meeting, Work Session June 4, 2019

 
Covington, VA (May 30, 2019) - A Called Meeting of the Council for the City of Covington on TUESDAY, JUNE 4, 2019 AT 6:00 P.M. in the Council Chambers of City Hall located at 333 W. Locust Street, Covington, Virginia.

The purpose of said meeting is:

     1.      To consider 2 appointments for Covington City School Board

     2.     To consider first reading of Ordinance O-19-07 Levying Real Estate Tax Rate for FY 2019/2020

3.     To consider first reading of Ordinance O-19-08 Levying Personal Property Tax Rate for FY 2019/2020

4.     To consider first reading of Ordinance O-19-06 regarding Adoption of FY 20/19/2020 Budget

5.     To do any and all things necessary and proper to accomplish the above.

1.     Update regarding Durant Road Highway Construction and Detour

2.     Staff report regarding recommendation of adding No Fault Insurance to the City’s Municipal Insurance Program

3.     Staff report regarding City’s Utility Deposit Program

4.     Staff presentation of Proposed City Handicapped Parking Sign Applications

5.      Report regarding proposed interdepartmental transfer for the Police Dept. to address ongoing needed expenditures for the Emergency Response Team (ERT) and needed equipment to place in service two new police cars purchased early FY2019

6.     Report regarding proposed interdepartmental transfer for the Parks and Recreation Department to address need to install additional backstop fencing at the Jackson River Sports Complex

7.     Report regarding City owned property and recommendations as to possible disposition and possibly sale of such properties

8.     Request regarding supplemental appropriation for necessary purchases at the Waste Water Treatment Plant

5.      To consider second reading of Ordinance O-19-03 regarding Amending and Reenacting Appendix B, Zoning, Article XIII, Conservation District CN

6.     To consider second reading of Ordinance O-19-04 regarding rezoning of the Jackson River Sports Complex from R-2, C-2 and M-2 to CN

7.     To consider approval of Special Exception request for the City of Covington, for property known as the Jackson River Sports Complex to allow camping (This was passed by the Planning Commission as: “contingent upon” the previous two related ordinances being approved/second reading)

8.     To consider second reading of O-19-07 Levying Real Estate Tax Rate for FY 2019/2020

9.     To consider second reading of O-19-08 Levying Personal Property and Machinery and Tools Tax Rate for FY 2019/2020

10.     To consider second reading of O-19-06 regarding Adoption of FY 2019/2020 Budget

11.     To consider Appropriation Resolution R-19-42 regarding appropriation of Water and Waste Water Funds to increase the charges for overhead to the Water Fund and to reduce overhead charges to the Waste Water Fund. (This is being processed pursuant to review of annual overhead charges and the restating of such charges to the two funds based on actual revenue totals)

12.     To consider Supplemental Appropriation Resolution R-19-43 regarding CSA/At-Risk Youth in the amount of $570,379

13.     To consider Resolution authorizing the City Manager to purchase NO Fault Insurance via the City’s Virginia Municipal League Insurance Program (VMLIP)

14.     To consider Resolution establishing City of Covington Handicapped Parking Procedure
