B.     Public Hearing to consider an amendment to the County Operating Budget for Fiscal Year 2021-22. The amendment is needed due to carry forwards in the amount of $8,399,704 and outstanding encumbrances in the amount of $1,103,512.49 from the Fiscal Year 2020-21 budget.
