He attended the Lylburn Downing School in Lexington.

He was a free spirit who explored interests such as bike riding, film development, and most notably, his love of music. While in high school, he began taking piano lessons. Frank married Brenda H. Woodley and welcomed a son, Frank L. Woodley III, in 1963 and daughter, Audra K. Woodley, in 1967. He would later marry Vida H. Woodley and assume four bonus children, Raymond A. DeLoatch, Bruce W. DeLoatch, Samantha D. Basinger, and Michelle V. Barbosa. They would remain married until her death.

Enjoying a 40-plus-year career doing what he loved, Frank worked as an auto detailer well into his 70s. In addition, he was known to break out in song on the keys and engage in a recurring game of pool with his stepson, Bruce DeLoatch.

Frank was preceded in death by his wife, Vida H. Woodley; his parents, Frank Leon Woodley Sr. and Verneta E. Woodley; and siblings, William P. Mays, James R. Mays, and Orvile E. Mays.

He leaves to cherish his memory his sister, Leona M. Kyle; son, Frank Leon Woodley III; daughter, Audra K. Woodley; stepsons, Raymond A. DeLoatch and Bruce W. DeLoatch; stepdaughters, Samantha D. Basinger and Michelle V. Barbosa; grandchildren, Maurice Woodley, Janaya Woodley and Victor Woodley; and a host of cousins, nephews, nieces, extended family and friends.
