He was born March 27, 1938 in Rockbridge County, a son of the late Harry Raymond Higgins and Minnie Hall Higgins, Jr.

He is survived by a sister, Martha H. Vest, Lexington; daughter-in-law, Elaine Higgins; and two grandsons.

A graveside service will be held at 2 p.m. Thursday, May 17, 2007 at the New Monmouth Presbyterian Cemetery with Rev. Martin Stokes officiating.

Arrangements are being handled by the Harrison Funeral Chapel, Lexington, VA.
