Supervisors Meet June 6, 2023   ALLEGHANY COUNTY BOARD OF SUPERVISORS REGULAR MEETING AGENDA TUESDAY, JUNE 6, 2023, 7 P.M. 1.     CALL TO ORDER: 2.     INVOCATION:      3.     PLEDGE OF ALLEGIANCE: 4.     MINUTES:           A.     Approval of the minutes of: (1) a regular meeting held on May 2, 2023; (2) an adjourned meeting held on May 16, 2023; and (3) an adjourned meeting held on May 22, 2023. 5.     PUBLIC HEARING:           A.     Public Hearing to consider an application from Emily Mays to rezone the property at 2501 Valley Ridge Road from a Residential R-1 zone classification to a Business B-2 zone classification to operate a veterinary clinic. The applicant is preparing to buy the property contingent to the rezoning. The property is further identified as Tax Map 58, Lot 10B and is currently owned by Dr. Erlinda Aldea. The property is located in a “Highlands Area” as contained in the Comprehensive Plan. 6.     PUBLIC COMMENT:      7.     VIRGINIA DEPARTMENT OF TRANSPORTATION (VDOT) UPDATE:      A.     Ms. Susan Hammond, VDOT Resident Engineer - Update. 8.     UNFINISHED BUSINESS:     None. 9.     NEW BUSINESS:      A.     Mr. Kevin Kyle, District Ranger - Forest Service update.      B.     Ms. Ann Gardner, Commonwealth’s Attorney - Request for employee bonuses.      C.     Discuss and consider financial auditing services contract with Robinson Farmer Cox Associates.      D.     Discuss and consider general reassessment services contract with Wampler Eanes Appraisal Group, Ltd.      E.     Discuss and consider supplemental appropriations in FY23 (various).      F.     The terms of Mr. Greg Madsen (Sharon District), Mr. Ray Lipes (Falling Spring District), and Mr. James Griffith (Elected Official) on the Alleghany Highlands Economic Development Corporation expire June 30, 2023. Terms are for three years and all are eligible for reappointment.      G.     The term of Ms. Clara Moseley (Covington District) on the Alleghany Highlands Regional Library Board expires June 30, 2023. Terms are for four years. Ms. Moseley does not wish to be reappointed and the appointment can be from any district.      H.     The terms of Mr. Chris Rice (Covington District), Mr. John Batten (Falling Spring District), Mr. Jack Simpson (Clifton Forge East District), and Ms. Wanda Davis (Clifton Forge West District) on the Recreation Board expire June 30, 2023. Terms are for three years and all are eligible for reappointment.      I.     The term of Mr. Reid Walters (Non-Elected Representative) on the Roanoke Valley-Alleghany Regional Commission expires June 30, 2023. Terms are for three years and Mr. Walters is eligible for reappointment.      J.     Two appointments need to be made to the Social Services Board. One would complete the term of Ms. Tonya Angle beginning immediately and ending June 30, 2026 and the other is a new appointment that would be for a term of four years beginning July 1, 2023 and ending June 30, 2027. The appointments can be from any district. 10.     COUNTY ADMINISTRATOR’S REPORT: 11.     BOARD MEMBER COMMENTS (INQUIRIES/REPORTS): 12.     CLOSED MEETING:      A.     Closed Meeting pursuant to Section 2.2-3711(A)(7) of the Code of Virginia (1950), as amended, to discuss: (1) actual or probable litigation. 13.     ADJOURNMENT:      A.     Adjournment to Tuesday, June 13, 2023 at 6:00 p.m. in the Board Room of the County Governmental Complex.
