Blue Grass Resident, Former Highland County Commissioner Of The Revenue, Dies At Age 65

Toby Ann (Sweet) Swecker, 83, of Blue Grass, Virginia, passed away Thursday, June 11th, 2026, at her home of 65 years.

She was born in Cabin Creek, West Virginia on November 28th, 1942, the daughter of the late James Kelly and Merle Grace (Will) Sweet. On September 22nd, 1960, she married John Meade “June” Swecker Jr, who preceded her in death on May 21st, 2019.

A graduate of Highland High School’s Class of 1960, Toby would go on to work many jobs within the community. Her first job was working as secretary for the Highland School System. She then became Assistant Commissioner of the Revenue, and also worked at the Highland Livestock Market.

Following the passing of her predecessor in 1987, Toby became Highland County’s first female Commissioner of the Revenue, a position she held for 16 years. After retiring as Commissioner in 2003, she then served on Highland County’s Electoral Board for an additional 17 years.

A faithful Christian, Toby held membership with the Blue Grass United Methodist Church, where she taught Sunday School and assisted the Christian Youth Fellowship group. Additionally, she was a member of the Maple Valley Extension Homemaker’s Club, the Blue Grass Ruritan Club, and Commissioners of the Revenue Association of Virginia.

Toby’s involvement within the community extended further through her volunteerism during her two favorite events, the Highland County Fair (where she directed the Kiddie Show for over 40 years) and the Highland County Maple Festival.

Overall, Toby will be remembered as a loving mother and grandmother, whose quick wit, selfless nature, and love of community were always on full display.

In addition to her husband, June, and her parents, she was predeceased by her brothers, William “Bill” Sweet and John Sweet; sister, Mary (Sweet) Herold; and 4 infant siblings.

Surviving family members include her son, Christopher John Swecker and wife, Tammy of Blue Grass; grandchildren, Caleb and Holden Swecker, both of Blue Grass, Molly Smith and husband, Michael of Arlington, and Adam Mobley and wife, Stephanie of Alachua, FL; great-grandchild, June Smith; sister-in-law, Donna Blank and husband, Gerald of Harrisonburg, as well as numerous and well-loved nieces, nephews, and cousins.

A funeral service will be held 2 p.m., Sunday, June 21, 2026 at Blue Grass United Methodist Church with pastor Andre Crummett officiating. Interment will follow in Blue Grass Cemetery.

Active pallbearers will be Caleb and Holden Swecker, Michael Smith, Adam Mobley, Scott Smith, Tony Frye, Bill Will, and Kelly Sweet. Friends in attendance will act as honorary pallbearers.

Family will receive friends 6-8 p.m., Saturday, June 20th at Obaugh Funeral Home in McDowell.
